Gov. Andrew Cuomo this week outlined a proposal to change the state's college loan program that could help students - who attend New York schools and remain in the state after graduating - pay their loans. Called the "Get on Your Feet Loan Forgiveness Program," eligible college graduates who earn less than $50,000 a year would not have to make payments on their college loans for the first two years.
