A crash just before 8 a.m. on southbound I-684 is tying up traffic just south of I-84. An earlier crash on southbound I-684 at the junction of the Saw Mill River Parkway in Katonah initially blocked the right lane, causing stop-and-go delays back to Hardscrabble Road in North Salem Monday morning.
